Actually pur means pure.  (Alone is seul.)  So, the motto 
means, "always pure" or "forever pure", as in pure-blood.  Remember 
Mrs. Black was always insulting Sirius for allowing "muggle lovers" 
and (sorry) "mudbloods" into her home.  She cut Tonks and her mother 
off the family tree because Tonks' mother married a muggle.  The 
Blacks (at least most of them) pride themselves on the purity of 
their wizarding blood.
