Can I ask why everyone has assumed that Sirius did not make a Will?  If he
did- he could have left his property to anyone he wanted- including the
Weasleys or Harry regardless of legal relationship.  Does it say somewhere
that he didn't do this that I missed? My assumption is that he left
everything to Harry who was the closest thing he had to a son.  

Assuming he didn't leave a Will, Harry would not receive anything (unless
the UK's intestacy laws differ wildly from the US's.)
Typical pattern of intestate succession in the US is: lineal descendants
(per stirpes), parents, siblings and their descendants(per stirpes) and if
none of them- then to collateral relatives.
