I also don't think that Harry would intentionally use magic on
Dudley. Under the circumstances in which he did used magic, i.e.
blowing up Aunt Marge, Harry did it only in a moment of fury and he
did tried to stop himself from repeating his past mistakes again. He
is still a young wizard and therefore he might not know the FULL
consequences of abusing his powers. Besides, if he abused his powers
while still schooling at Hogwarts, he is bound to get expelled and
that is the last thing he wanted.
