Ah, finally found the post on this:
In my opinion, the events in OOP (in the Umbridge-usurped Hogwarts
specifically) parallel the dark days of the 1970s for the people in
Manila. The detentions, supression of freedom of assembly (yes, a
gathering of more than *3* students was classified as an act of
subversion), freedom of speech... mercifully, no deaths but a heck of
a lot of torture as well.
