under the impression that the Apparation test was taken after a

Percy can Apparate by the beginning of GoF, and there's a comment 
(from one of the twins, I think) to the effect of "he's been 
Apparating everywhere, just to because he can." This indicated to me 
that his Apparation was a very recent development.

<MY (Susan's) REPLY>  Then, obviously the twins are not following the expected 
pattern.  In OoP they are apparating all over the place and they have 
not yet graduated.  So, perhaps success with apparation comes easily 
to twins and not Percy.  Although, it seems the twins probably have 
not taken and/or passed their test.
