I think that Percy is one who will follow rules at all cost, including 
siding with the Ministry over his family.  This tendency was part of his 
character before the break with his family, and so I don't think it was a 
set up.  Now that the Ministry admits that Dumbledore was right all along, 
Percy will probably try to patch things up with his family.  Ultimately, I 
think that Percy will betray his family and the OOP at some point in the 
future.
