I'm not convinced that the Chamber of Death was a place of excecution.
Why have such a thing in what is essentially the R&D department of the
Ministry? If the Unspeakables do research into the deepest mysteries of
life, the universe and everything, I imagine the Archway to the Deadland
was used for those research purposes. Given that there are by tradition,
certain days of the year when the veil between the worlds is at its most
transparent, why not have all those seats occupied by Unspeakables on
those particular occasions, for the purpose of communicating with the dead?
This brings me back to my pre-oop theory, that Harry will travel into
the DeadLand, and speak to his family and Sirius (and who knows else) in
order to gain knowledge of how to defeat Voldemort. Now he knows where
to go in order to do it.
