I think JK made it clear that Sirius came into the house, and had 
made it available for the OOP. We're also told his uncle had left 
him a good bit of gold, and that's probably free and clear of any 
sort of inheritance protocols. Although I'm curious about the 
ultimate disposition of #12 GP, no decent wizard would ever really 
want to live there - the remodeling costs would be astronomical (I 
assume "permanent" sticking charms mean "permanent"). FILTH! SCUM! 
HALF BREEDS!! And of course, Kreacher . . . what does happen to a 
house elf when all that's left is the house? Does he stay in service 
to the portrait of Sirius' mom?
