Herbology goes to the use of "magical" ingredients to 
obtain "magical" results. Like the twelve uses of dragon's blood, or 
flobberworm mucus, or bubotuber pus. Probably these organic building 
blocks stem from ancient practices that have become part of a 
traditional magical curriculum. Potions are the logical extension of 
the "natural" ingredients available to the wizarding community. 
Combining the ingredients to achive specific results (unless you 
don't follow the instructions properly). A variant of magical 
applications where a wand isn't necessary (or evident). What's a 
skiving snackbox without the proper ingredients? Just candy. 
Veritaserum? Polyjuice? Etc.
