I think he perhaps turned himself invisible and kept a watch over 
where he knew Harry was likely to wind up eventually, the MoM 
Department of Mysteries. Remember from, was it SS/PS Dumbledore tells 
Harry he does not need a cloak to become invisible, if this is true 
would it not be even harder to detect him even if he was standing 
next to you short of bumping into you, making it possible for him to 
hide in the MoM waiting until LV showed to sort of spring his 
surprise?
