I think the larger question is why did he not recognize it, was the
voice so different then the gentle one he is use to hearing from
Dumbledore he never linked the almost harsh one of the Howler to
Dumbledore's kind one? Sort of like seeing someone out of place and
failing to recognize someone not in uniform?
So yes I think placing the voice he hears at Godric's Hollow in that
same frame of mind makes it very possible it is one he knows now and
has know heard before, but not in the same manner he heard it at
Godric's Hollow which is why he cannot see who it is in his mind.
