I think Wendy's comments hit the mark. 1) Fudge doesn't want the 
truth and 2) the potion can only reveal what the subject believes to 
be true. Compare this with the revelation tha Ubridge twice attempts 
to have Harry take the potion (both times thwarted by Snape).
