I don't think so. In PS/SS Neville says that his family was always
trying to get him to show some kind of magic. One of his uncles held
him over a balcony (the "Michael Jackson" theory of magic) and then
dropped him accidentally--fortunately he bounced. I think maybe
there were references to them doing other unpleasant things to him in
an attempt to stimulate his latent talent (hey, an anagram!)
Seems like Harry and Neville had bad childhoods for exactly opposite
reasons--the Dursleys were horrible to Harry to try to stop him
manifesting magic; Neville's family were horrible to Neville to try
to get him to start.
