They are not just cats but witches' familiars. The squibs must have some small amount of magic to communicate with the familiars. Witches and cats have been associated together for centuries. One of the reasons cats were killed in the Dark Ages. This lead to even more people dying of the plague because the cats couldn't keep the rat population down, being dead.
