Me:
I have an unsupported theory about this. Perhaps a werewolf can
avoid tranforming for a short while be staying out of the moonlight,
but will eventually be drawn out by the moon. The pull of the moon
would be so strong that to deny it would cause madness or some sort
of physiological damage, so preventing a werewolf from seeking the
moonlight would be highly detremental. Just a thought, as I have
very little knowledge of werewolf lore.
