The MoM obviously can't tell who does the magic, just that it
happens, therefore Harry gets a warning for Dobby's pudding. But in
an entirely wizarding family, MoM would have no way of knowing who
did the magic, since it could be anyone, legal or no. Therefore,
Fred and George can get away with forming fireworks (as long as Mrs.
Weasley doesn't see, then no harm done) but Harry is obviously the
only wizard in his house. MoM has no reason to believe the pudding
floated from anyone other than him.
