I have to disagree with you on this one. Ron's moment to shine 
finally arrived in this book- not only making the Quidditch team, 
but winning the cup. I think JKR decided his most important role 
this time around would not be in battle, but in proving everyone as 
well as himself he's more than Harry Potter's best friend- with 
difficulty yes, but he still did it. He was taken out of the 
shadows. And I think he was still very funny whenever he was around. 
Yes he wasn't present as much as in previous books, but he was 
occupied with Quidditch and Harry spent a lot of time in detention. 
And the story is being told from Harry's point of view.

Now with Ron being under that curse which made him temporarily 
coocoo, Neville had a chance to prove something. That was the reason 
for his wackyness.
