WOW! I totally missed that part and it's significance. It would be so perfect, too. Another kid Dudley beats up on turns out to be a wizard! The slytherin angle would tie things together very nicely as well. A dark-side cousin! Looking forward to seeing this prediction come true . . .

ok, I have a theory regarding Order of the Phoenix.  I looked through 
the Mark Evans post but I don't think anyone else has posted a theory 
like mine.  *grin*   So, here goes:

We all know that Harry mentions Dudley's beating up of a 10-year-old-
Mark Evans in the first chapter of <i>Order of the Phoenix</i>.
I, like you, gasped and went "Mark EVANS?!"  

So here is my theory regarding who he might be.  lj user ixchelmala 
pinned on her own theory to the end of mine that wraps it up really 
well.

Let's start with the facts.  Harry isn't known as a Pure blood and 
we, so far, assume that this is because Lily is a muggle born.  We 
also assume that James is a pure blood. Fine.

Snape calls Lily a "mudblood" in the Penseive scene...
(could Mudblood refer to anyone who has muggle lineage in any way?)

But what if Lily is a HALF-Blood herself?  What if Lily's Dad was a 
wizard (or a squib?) and he married a muggle?  They then have two 
children -- one being a half-squib/half-muggle and the other being a 
witch.  

Petunia somehow turns against the wizarding side of the family out of 
jealousy? spite? fear?  Well, regardless, after her parents and Lily 
are gone, Petunia no longer keeps contact with the wizarding side of 
her family.

Let's assume that Lily and Petunia have cousins.  I'll assume they 
are magical since Petunia doesn't keep contact with them.  They have 
sons and daughters the same age as Dudley and Harry but as Petunia is 
broken off from them, Dudley and Harry never make their 
acquaintance.  Also, as Lily has placed that Protection in Harry's 
blood, he was placed with the Dursley's as the protection is 
strongest in the closest relation.  That solves the problem of why 
he's with Petunia and not some distant relatives.  

Harry doesn't know his Mum's family name.  This is made evident by 
the fact that he doesn't know who "L.E." belongs to when James is 
doodling on his paper in Snape's memory.  Harry would never put 
together that this "Mark Evans" from the muggle neighbourhood is a 
relation.  We can probably bet that Dudley doesn't know that this kid 
is his cousin either.

But why does he live in a muggle neighbourhood??  Perhaps his parents 
are magical and muggle as well.  Perhaps the Evans family always 
lived in that section of Surrey and we just don't know that yet?  
Perhaps there's more to the Evans family than we know.  Also, Mrs 
Figg lives in Little Whinging.  Maybe this isn't a strictly Muggle 
Neighbourhood?

So, we'll hope that Mark will get his letter for Hogwarts this 
summer.  He was 10 at the beginning of OotP and will be the perfect 
age to get accepted into Hogwarts in Book 6.  This could be thrilling 
to Harry!

lj user ixchelmala has added her two knuts to my theory --
What if Mark goes to Hogwarts and gets sorted in Slytherin?  Could 
this be the link that brings all the houses together?

So there ya go.  There's my theory.  What do you think?
