Well, that's not exactly true.  In addition to sugar and caffeine, tow of the 
most addictive substances legally obtainable, chocolate contains 
phenylethylamine, a euphoric substance that frequently triggers the same physiological 
effects that one experiences when being "in love".  This is why chocolate has 
been connected with romance almost since it was introduced to Europe.

The euphoric effects of chocolate are a perfect treatment for the deep 
depression of a Dementor attack, and well within the "folk medicine" traditions on 
which JKR based the WW and its potions lore.
