I don't think Umbridge is working for LV directly.  The world isn't made up 
of DE's and good people after all.  Indirectly, she is.  By damaging Harry's 
credibility, she let LV and the DEs continue without interference.  There was no 
one to stop LV because no one would listen to the truth.  She's power hungry 
- reminds me of Percy on occasion actually.  She just wants power.  She wants 
to keep things the way they have always been.  She thinks everyone is after 
power.  She accuses McGonagall:
"Aha!' shrieked Professor Umbridge, pointing a stubby finger at McGonagall.  
"Yes!  Yes, yes yes!  Of course!  That's what you want, isn't it Minerva 
McGonagall?  You want Cornelius Fudge replaced by Albus Dumbledore!  You think 
you'll be where I am, don't you, Senior Undersecretary to the Minister and 
Headmistress to boot!" (Page 666, US Hardback)
She's not a direct underling of LV, but she *was* helping him just the same 
IMHO.
