OOP: Is Umbridge a Squib?

I don't think Umbridge is a squib at all. She does perform stunning 
spells, some form of a security spell to guard her door and she does 
run around putting off the fireworks. I think that Petunia might be 
the one to learn how to do magic later in life. I think Lily's 
parents were Muggles (or something because she wasn't pure-blood). If 
Petunia could do magic, it would turn around the Dursely's world. 
They might learn how not to be afraid and be nicer to Harry.
