I guess there are several possibilities:
1. Petunia: I think this would help out Harry in that after the 
initial shock or whatever, the Dursely's would be more understanding. 
Despite everything, I would like the Dursely's to be a real family 
for Harry. Otherwise it's just a shame. 

2. Filch: Eww. I get the feeling that some of this bitterness might 
be resentment against the students because he can't perform magic. If 
he could learn to perform magic, well, would he go to adult school or 
something? 

3. Colonel Fubster: I know this is out of nowhere, but I think JKR 
was asked whether or not he was a wizard. She said he was a muggle. 
We don't know many muggles so maybe he will. I guess this is highly 
improbable since he has yet to be important.
