Well, you also can't talk very good with your mouth full of biscuit 
crumbs, can you? ;) It's a very effective way to silence and 
distract people. Like in: You can't be angry at someone who's doing 
you good. :)
Dumbledore uses the same tactic with confusing & taking the steam 
out of people when he offers them candy in his office.
