At least twice, she offers the cookies to Harry and
one other time they are knocked from her desk onto the
floor. Usually, cookies wouldn't attract my
attention, but I've learned from JKR that little
things like this (mentioned several times) usually
mean something more...I kept looking for the more as
the book went on - but I found nothing.
Anyone have any ideas?

I think it's got some Draught of Peace in it. The
fifth year was making this potion in the first potion
class. I also think this potion will come again in the
future.
McGonagall does not tell Harry about the potion
because...well, that probably would make Harry even
angrier.
She probably always have the biscuits handy for
herself, maybe for when she's marking students'
homework! Or maybe she has anticipated that Umbridge
would give out unfair detention?
As a side note, I find it curious that McGonagall's
Scottish origin is mentioned several times. Tartan
dressing gown, tartan dress robes, now tartan biscuit
tin. Aside from her and Seamus, we don't really know
much about the other characters' ancestry, do we?
