I think it IS on Hogwarts grounds.  I just think that technically it's part 
of the sewers/pipes which is why it didn't show up on the Map, it's technically 
not a room.  If you could apperate into it Voldie would have done it durning 
the first war.

welll the "Open" and "close" command could be timed.  Giving someone just 
enough time to get in before "close" sounds off.  Or won't sound if there's 
anyone around that doesn't have a coin.  Or if the spell on the paper went off it 
won't work any more.

Also, invisibility cloak, other entrances, etc.
