I agree with Deb's #1--especially in view of the fact Tom Riddle was 
sent to an orphanage when he could have been taken in by his Muggle 
family, but wasn't.  (Their distaste for him in a way FAR exceeds 
the Dursley's for Harry.)  I also agree the Petunia and Dumbledore 
have more of a history, albeit maybe just correspondence, than the 
one letter DD left with Harry on the doorstep.  I've always thought 
that Petunia "doth protest too much".
