I am inclined to believe that the room can only fill from things
within the school; hence, when practicing DADA, the only dark
detectors it could provide were fake!Moody's. It provided Fltiwik's
cushions, Pince's books, and Hooch's wistle. It couldn't have
provided walkways back to the common rooms because they don't exist,
nor could it have provided a secure fire because that would
necessitate its transformation into Umbridge's office (as a further
constraint, I don't think rearranging the architecture of the school
is within the room's powers). Certainly, a pile of galleons might be
available, but would entail stealing from someone (everybody) else at
Hogwarts.
In addition, the room "appears" when you need it. I don't think that
it merely conceals its door way to those who don't need it. It
probably actually disappears and then reappears when needed. If it
is occupied, surely it wouldn't disappear, unless of course, the
people inside really needed not to exist (an interesting form of
suicide indeed).
Anyway, these are my thoughts,
