I see what you're leading to - she did so something sneaky with the 
dementors, but I see no evidence she was doing something *then*.  
She was too busy trying to control a revolution.

To me keeping her floo unmonitored was stupid pride.  She was above 
suspicion, in her mind of course, so she took on the extra privilege 
of being unmonitored.   (Remember in 1984, trusted party members 
could turn-off their televisions? of course in 1984, you couldn't be 
sure you still weren't monitored).

That was prideful, but the stupidity showed through (to me) when she 
took Harry's line when caught that he was trying to find 
Dumbeldore.  I see her as another product of the MOM - blind to the 
obvious in order to save her job.
