I don't think so. I believe Dumbledore was bluffing. He knows 
(because of the prophecy) that he doesn't have the power to destroy 
Voldemort, but Voldemort doesn't know this, so he has to come up 
with some kind of excuse. These lines come right after Voldemort 
realizes that Dumbledore's attacks were not aimed at killing him. If 
Dumbledore tried to kill Voldemort, he would be unsuccessful; 
Voldemort would realize this and would stop fearing Dumbledore.

Voldemort's fear of Dumbledore's power is probably the most 
effective reason holding him back from "World Domination", 
Dumbledore is gaining time, allowing Harry to prepare himself better 
to survive.
