Me:
I think that's a fairly safe bet. Afterall, McGonagall is not only 
able to read maps as a cat, she also maintains her sense of purpose 
and her stiff posture. The emotions may get simpler, but the mind 
remains the same. Peters fear reaction is a human reaction, based on 
human knowledge. It's possible to be intellectually afraid without 
have the biological fight/flight fear reaction, at the same time, it 
is possible for a human to *think* themselves into a panic, which is 
basicaly what Peter did. Peter the wizard knows that Remus and Sirius 
are going to kill him - hence, the Rat is afraid.
