I think that the information that we learn in OOP about why some
people exist as ghosts and some do not is much more significant then
merely some answers to questions that people have asked or a tie in
with Siruis. I think that it provides some important first
information about how Voldemort started to protect himself from
death.
In the battle between Voldemort and Dumbledore, Voldemort says that
there is nothing worse than death. From this we can assume that
Voldemort feared death. Since he feared death he would have come
back as a ghost after his death. Since he feared death and would
have wanted to prevent his own. Tom Riddle probably asked Bloody
Baron or one of the other ghosts at Hogwarts about death. He would
have learned as Harry did that those who fear death walk the earth
as ghosts. I assume that with this information he then went on to
research how to bring himself back from the state of being a ghost.
>From all previous descriptions of Voldemort in the books, he does
appear to be ghostlike but with some extra powers.
It would seem that if someone does manage to kill Voldemort again,
he will return to this spirit form unless he is forced behind the
veil or he is able to overcome his fear of death.
I was concerned at the thought of Harry having to perform the Avara
Kadavera curse but perhaps there is some kind of exorcism spell that
may banish Voldemort.
