Who's at fault for Snape v. Harry?

Yeah, I agree with you there. Snape is a full-grown adult in a 
position of authority and should therefore, exercise his will justly. 
But who are we kidding here? It is a sign to JKR's understanding of 
human nature that things are not always the way the should be. 
Snape shouldn't unfairly dock points from Harry and anyone not in his 
house. Snape shouldn't have transferred his hate to James to Harry 
because it seems he did that from their first meeting. Snape should 
get over the Prank (even though it could have killed him) and his 
worst memory because he is older and it would just be best for him to 
forgive (and let wounds heal). Maybe it's part of an appearance to 
protect his true identity. I don't know. 
But Snape did try to protect Harry with that counter-curse in SS and 
later he does volunteer to become referee just to make sure Harry is 
ok. Wow. As much as you hate Snape (and as much as Snape hates 
Harry), that is saying something. There's bond there since he did TRY 
to save Harry's life although Snape might regret it now (hehe, but 
only the surface level). 
Hmm, did I go off tangent? Probably.
