Why aren't the entire Hogwarts faculty in the Order of Phoenix?

Hmmmmm, I have NO idea about the Fawkes is the Phoenix theory, but I
remember part of the book (sorry don't have it to hand) mentioning
the teachers talking in hushed voices in little huddles out in the
corridors, aometime after Umbridge really clamps down. Harry sees
Profs. McGonagal, Flitwick and Sprout whispering in a group. I
wouldn't be surprised if most of the teachers are completely trusted
by Dumbledore (he hired them and they've all worked for him for a
great deal of time) and as such are part of the Order.
Unfortunately, their jobs don't allow them to do much in term time,
but unlike some of the other members, they have long stretches of
school holiday to take part in risky, fun adventures!!
