Sorry for the one-liner here, but it never says anywhere in the series 
that Ludo Bagman was a DE.  I will say that JKR doesn't speak too 
highly of him and definitely includes a description of his weight gain 
to show how he doesn't take care of himself.  He is the stereotypical 
over-the-hill athlete/entertainer who has the belly we often associate 
with too much beer and fried foods late at night.
