Veritaserum is a completely clear liquid.  She was putting into Harry's tea
what appeared to be milk.  Last time I checked, milk was not completely
clear.  Now, either Umbridge has no idea what Veritaserum looks like, in
which case she believed it looked like milk, or he did give her water, which
she added to milk before Harry arrived.  What he gave her is kind of a moot
point, since Harry knew better than to drink what she gave him anyway, but I
do believe he gave her fake Veritaserum.
