I agree. We know from the book that not all members show up for all
meetings. Even when Harry first arrives, we know that there is a
backup protection guard for Harry's trip to Grimmauld Place that
never seems to show up for the important meeting being held then.
I think members are informed of meeting on a "need to know" basis,
and that it's likely that some of them don't even know the location
of the headquarters.
