I don't think a Boggart would have solved the problem. A dementor is 
Harry's boggart. In a group like this, the boggart would have been - 
a mummy, an eyeball, a banshee, etc. Having a boggart in the room 
would have just created a chaotic distraction, hence, the room knew 
it wasn't a requirement.
