I agree with the alcholic analogy.  However, I think it may be deeper 
than that.  Snape is good at potions, but he is severly biased.  I 
believe DD must know this.  I don't know why he allows it, but he 
probably knows about it.  Or Snape hasn't yet crossed a line in his 
bias.  He threatens a lot, but has he ever "really" poisoned a 
student?  However, with DADA, there is the temptation to dabble 
again.  THere is also this bias.  Is that sort of bias something that 
would be worth the risk?  What if he decided to not teach the 
Gryffendor's like he teached Slytherin?  Or if he taught Slytherin 
more the Darks Arts, and the other houses the defenses?  Slytherins 
would still have an upper hand.

I believe DD has some very good reasons for not allowing him to teach 
DADA.
