I think Fleur is less open minded in the beginning of her stay at 
Hogwarts. She seems uncomfortable right from the beginning - she 
doesn't like the weather, she thinks her school is nicer etc.. 
Sometimes people on their first real trip abroad be unhappy because 
things aren't familiar and the food is strange. It's frightening to 
them. I think most people would assume she's vain and shallow when 
she is probably unsure and uncomfortable in her new surroundings. 
She evidently got over it because she certainly came back to work 
with Bill!!!
