Unless you follow thw theory that Snape's spying is a ruse, then 
this is highly unlikely.

Dumbledore said Snape turned spy at the height of Voldemort's 
power.  Neville's parents were tortured after Voldemort disappeared.

Personally, I think it was just that Neville was more afraid of 
Snape at that moment.  Afterall, Bellatrix was in Azkaban.  She was 
no treat.  Snape was at Hogwarts making every potions class misrable.
