No.

The two most common explanations on this list are a) he got in the 
way of an unreversible shrinking spell, and everyone is too polite 
to mention it or b) he's part goblin/house elf.

Somehow, we hardly ever hear c) he's naturally small. This is 
probably because it's a boring possibility. ;-)

Arguing from the movie is uncanonical, but Warwick Davis, who plays 
Flitwick, also played the Goblin at Gringotts in the first MTMNBM - 
so most bets are on Flitwick being part Goblin. 

However, OOP suggests that if he is, no-one in the Ministry knows 
about it. Umbridge, who hates part-humans, doesn't single him out 
for any special displeasure.
