2.  I also think that there are some limitations to what the room can 
summon.  Those things include money (it would be theft) and 
people/beings/living things (i.e. bogarts).

5.  In addition, everyone at Harry's trial votes; therefore, I 
suspect they are all members of the Wizengamot.  At the trials in 
DD's penseive, Crouch specifically asks the jury, aka the Wizengamot, 
to vote, and it does not include everyone in the chamber.
