I know where it came from but I can't remember the link sorry, 
another member may provide the exact transcript location for you. 
Until they do, I will let you know that JK herself told us in reply 
to a question about whether a squib could become magical.
She replied in a manner thus, A squib can't become a wizard but one 
squib character in the books does manage to do some magic late in 
life in desperate circumstances.
