I think, that after the fact, Harry does realize that he'd had a tool 
all along whose use could have prevented the chaos of everyone 
dashing off to the Ministry.  But, I also think his feelings about 
Sirius' death are too raw at the end of OoP for him to reflect about 
what might have been done differently.  I think that's also one 
reason why he says to himself that he'll never forgive Snape.  

Harry hasn't dealt with his grief yet. He's going to have to handle 
that, as well as eventually fully facing the fact that there is 
plenty of blame to go around for what happened, and some of it is 
Harry's. And, maybe he will then discover he has yet another link 
with Sirius - they both acted to help someone they loved, and rather 
than providing protection, that action helped lead to the loved one's 
death.
