Would not be the first time that candy (or it's packaging, anyway) 
has figured prominently in the solving of a mystery in the 
Potterverse...The trio might still be puzzling over Nicholas Flammel 
if Harry hadn't remembered the wizard cards (Chocolate Frog, anyone??)
in Book 1.  Seems to me that Neville's mother could be held prisoner 
in her own mind and the constant slipping of the wrappers is a clue 
that she is hoping Neville will someday figure out.
