I think it is clear from that quote, that Harry got the gift and 
never opened it. He had no way of knowing it was a magic walkie-
talkie. Additionally, he had probably forgotten about it in the mad 
rush to do something. Remember the old saying, 'Out of sight; out of 
mind.'
