Meaning Umbridge likely had to 'change some rules' to be able to watch 
the DADA exam. None of the others watched the students.  Good thing too, 
since their presence would have made the students more nervous, 
certainly Snape would have made Neville so nervous, that he would have 
come unglued during his potions exam.  Umbridge had no business watching 
and was just 'spying' to see how well 'Dumbledore's Army' did in their 
DADA exams, so she could report back to Fudge...
