Well, that's possible. I think what accounts for Gawp though is the 
ostracizing of the giants from the rest of the magical world. Hagrid 
mentions that there are only about eighty giants left when there 
used to be hundreds of tribes. And they all live cooped up together 
in one valley.

This could explain Gawp in one of severa ways. One, 80 is hardly 
enought to maintain a healthy gene pool. It is possible he is inbred.

Two, the giants are naturally warlike and fight each other 
constantly. This may not have had nearly as great an impact on giant 
society in earlier years when they were spread out over the earth. 
But this natural trait with all remaining survivors living in one 
small valley...Gawp cannot have been exposed to much in the way of 
culture, only the fight to survive.

 Survival among the giants seems to depend more on size than on 
cleverness. So, natural selection may not be favoring the 
intelligent. 

Giants are not nurturers so he would have recieved very little in 
the way of "raising". The ongoing fights among those left would have 
exacerbated this.
