  I see "taken on" as different from "passed the tests."  It could very well
have taken Tonks two years from the time she was "taken on" at the Auror
office to pass her exams.  A friend of mine who is an Actuary took years to
complete all her qualifying exams, but she was employed the entire time, so
there's real-life precedent for this.
