A better explanation than a Japanese first name and Chinese last name
is that Cho Chang is of Korean ancestry. Cho means "beautiful" in
Korean, and Chang is a Korean surname. Not one of the most common
surnames, but it was the last name of my first Korean Taekwondo
master, Soon Ho Chang. (I believe the Korean "Chang" is
pronounced "chung," but Jim Dale wouldn't know that.)
